 Statutory Plant & Machinery Thorough Examinations & Inspections

 

 

Safety Check Engineering carries out In-service Engineering Thorough Examinations and/or Inspections and Reporting, meeting the requirements of Health and Safety legislation for statutory and non-statutory plant in the following areas:-

1. Provision and Use of Work Equipment Regulations 1998 (PUWER)

The relatively new regulation of PUWER 98 relates to the provision and use of work equipment and it’s Safe Use. The requirement of these regulations is that the Owner/User should give consideration to:

  • The nature and degree of risks associated with the plant, machinery and equipment and its use.
  • The means available to reduce those risks accordingly.

Where the work equipments safe operation is determined as critically dependant on its condition in use and deterioration would lead to a significant risk to the operator of persons within the vicinity the periodicity of inspections should be linked to the speed and which it is likely to deteriorate. PUWER 98 requires that where a risk assessment carried out under the requirements of the Management of Health and Safety at Work Regulations 1999 (MHSWR), has identified a significant risk then a suitable inspection for any plant, machinery or equipment should be carried out. Inspections should be undertaken by competent persons who have the necessary knowledge and experience.

Scope

  • Full risk assessment carried out and report produced.
  • Suitable inspection to be carried out where a significant risk is present.
  • Inspection report inline with regulation 6 of PUWER

2. Lifting Operations and Lifting Equipment Regulations 1998 (LOLER)

This relatively new regulation applies in addition to the requirements of PUWER 98 for lifting plant, machinery and equipment involved in lifting operations. The requirement of these regulations is that the Owner/User:

Is required to Plan, Supervise and Execute the lifting operation to ensure safety at all times.

  • Ensure that lifting equipment is safe.
  • Ensure regular thorough examinations are carried out by a competent person.

Scope

  • Thorough Examination of lifting and crane plant to comply with all current legislation.
  • Thorough Examination Report inline with Schedule 1 of LOLER.
  • Plant and equipment range from small items of Lifting Accessories to Large Cranes and Lifts.
  • Safety Check recommends a thorough examination periodicity which ensures compliance with statutory legislation or a scheme of examination.
  • A full survey & review of examination periodicities before or following first thorough examinations with a view to rationalising same inline with statutory legislation, operational practices and relevant codes of practice.

3. Pressure Systems Safety Regulations 2000 (PSSR)

PSSR requires pressure systems to be inspected in accordance with a Written Scheme of Examination. The regulations apply to owners and users of relevant fluids including steam, gases under pressure and any fluid kept artificially under pressure and which becomes a gas when released to the atmosphere. 

Scope

  • Full check of Written Schemes of Examination (WSE) before the thorough examination is carried out. (NB: Air Receivers should not be operated unless a WSE for the periodic thorough examination is available).
  • Drain down, thorough external/internal examination, reassemble and working tests carried out. Protective devices stripped and examined and checked.
  • Ultrasonic Testing
  • Full report inline with regulation 9 of PSSR.

4. The Control of Substances Hazardous to Health Regulations 2002 (COSHH)

COSHH requires the employer to operate and maintain Extraction (Spray Booth) and Local Exhaust Ventilation (Exhaust Extraction) Plant in a safe condition. An initial COSHH assessment should be performed, to determine the level of hazard and control measure required. From then on a 14 monthly, 6 monthly or monthly examination and test by a competent person is required.

Scope

  • Suitable inspection and tests to be carried out.
  • Record of inspection & test results made (report).
  • Using Visual, Digital Anemometer, Manometer & Smoke Tube

5. Power Presses

PUWER 1998 requires that Power Presses with automatic, photoelectric or interlocking guards are inspected every 6 months. Power Presses with fixed guards or enclosed tooling should be examined every 12 months, by a competent person. In addition to this, PUWER requires that process machinery with guards should be inspected regularly and although intervals are not specified, similar ones to the above are advised.

For paper guillotines and plastic injection moulding machines, there are Guidance Notes which also recommend periodic safety inspections by competent persons.

6. Electricity at Work Regulations 1989 (EAWR)

Places a legal responsibility on employers and employees, as duty holders to ensure that electrical installation systems and portable appliances used at work under their control, are safe. Achieving compliance with the legal requirements requires proof that an electrical system is safe, which involves amongst other things, proper inspection and testing of an electrical installation system by a competent person and the creation and maintenance of records.

The Purpose of the Regulations are to Prevent danger (Risk of Injury) & to Prevent Injury (where Danger Exists), Not to Give Rise to Danger.
